FCC Anti-Cramming Rules
Section 201(b) of the Communications Act and FCC regulations under 47 CFR 64.2401 prohibit unauthorized third-party charges on phone bills.
After the 2011 to 2014 cramming enforcement wave, when the four major US carriers paid over $350 million in combined settlements, all major carriers locked down third-party billing categories. Gambling is not on the approved list at any US carrier.
Verizon Exited Carrier Billing Entirely
Verizon discontinued its carrier billing service on March 22, 2024. Before that, Verizon allowed limited third-party charges for app store purchases and digital media but never for gambling. The full exit signals the trajectory of US carrier billing: contracting, not expanding.
AT&T and T-Mobile Restrict Carrier Billing to Whitelisted Merchants
AT&T and T-Mobile retain some carrier billing capability but limit it to whitelisted digital-goods merchants (Apple App Store, Google Play).
Gambling has never been on the whitelist and is unlikely to be approved given the regulatory exposure.
State Gambling Regulators Have Not Approved It
Each US state's gambling regulator (NJ Division of Gaming Enforcement, Pennsylvania Gaming Control Board, Michigan Gaming Control Board, etc.) pre-approves the payment methods operators can list in their cashiers.
Carrier billing has never been submitted for approval because it cannot meet the regulatory requirements: anti-money-laundering tracing, deposit limit enforcement, responsible gambling tools, and chargeback dispute frameworks all require infrastructure that carrier billing does not provide.
Even if one carrier changed its policy tomorrow, state regulators would still have to approve carrier billing as a deposit method, and none of them have.
Changing that would take federal legislation, FCC rule updates, and approval from each state's gambling commission. None of that is in motion.
